Does this produce heat or not?

The xml definately says that it does.

From the release notes of Alpha 15:

Changed: Cement mixers and workbenches do not emit heat

Yet the blocks.xml shows it should be producing heat. Maybe there is another setting/file that overrides it?

How to obtain

I could only make this after I spent skill points on a perk. Is that the only way to obtain the recipe to craft the workbench itself?
